Against the background of increasing bias crimes, including antisemitism, since 2002 in, among other places, France, Great Britain, the CIS, and Eastern Europe, surveys both recent hate crimes and legislation that, if enforced, will help to combat such crimes. The survey includes 55 countries in Europe, Canada, and the USA. Recommendations to counter bias crimes, including racism, antisemitism, and anti-Muslim acts, include improved monitoring and reporting, and the utilization of existing laws which have not been enforced. Only a few European governments have implemented anti-discriminatory measures, such as stipulating increased penalties for hate crimes.
