Discusses legal basis for oversight of the Department of Justice (DOJ), reviews illustrative investigations and case law, and assesses DOJ opposition to Congressional access to information in open and closed litigation files and to internal deliberative materials. Lists selected instances of Congressional investigations of DOJ from 1920 to 2007, in which the Department agreed to supply documents pertaining to the investigation and to provide attorneys and staff for testimony before Committees.
