Provides background on the community oriented policing services (COPS) program, created under Title I of the Violent Crime Control and Law Enforcement Act of 1994 to provide grants to State, local and tribal law enforcement agencies throughout the U.S. so they can hire and train law enforcement officers to participate in community policing. Discusses COPS reauthorization under P.L. 109-162, the Violence Against Women and Department of Justice Reauthorization Act of 2005; reviews COPS appropriations, including Administration budget requests; and summarizes evaluations and audit findings reported by GAO, the Office of the Inspector General, and the National Institute of Justice.
