Provides a summary of the main features of S. 250 and S. 855, which would repeal the Citizens Protection Act and provide a "no contact" rule applicable to Justice Department attorneys, establish penalties for breaches in ethical conduct, and give the Attorney General authority to release Department attorneys from ethical standards that would interfere with Federal law enforcement.
