Discrimination against people with disabilities
Presents an overview and legal analysis of a Justice Department memorandum which asserts that Section 504 of the Rehabilitation Act prohibits discrimination based on the disabling effects of AIDS and related conditions, but does not cover discrimination based on fear of contagion because an individual's ability to transmit the disease is not a handicap.
