Summary note
Around 1990, the Swedish public administration was transformed in a comprehensive way. The "market" was now to take over activities that had previously been mainly the responsibility of society. In Grey reforms and green transformations, historians and social scientists come together to explain the extensive reform movement during these dramatic years. The authors argue that the purpose of the changes was often to solve sector-specific problems and that they were "grey" in the sense that they were not primarily politically-ideologically motivated or driven by political actors. The researchers' case studies of sectors and reregulations shed light on processes associated with, among others, the housing loan sector, electricity, railways and environmental management. The ambition is to capture the condensed course of events around the turn of the decade in 1990 and relate it to today's reawakened interest in a more active state policy in issues such as preparedness, energy, climate and housing construction.***The Swedish public administration was profoundly transformed in the years around 1990.
