Summary note
A file of briefs prepared for the Conference on Security and Cooperation in Europe (C.S.C.E.) follow-up conference in Madrid. Subjects covered in the briefs include British, Soviet, and non-aligned approaches to the Madrid conference -- the Mediterranean dimension of the C.S.C.E. process -- the Soviet intervention in Afghanistan, including the Western response -- Anglo-French military involvement in Vanuatu -- developments in southern Africa -- and Soviet and Eastern-bloc implementation of the principles governing relations between states as agreed in the Helsinki Final Act. Other subjects covered in the briefs include terrorism -- British policy concerning Soviet human rights practices -- Soviet and Eastern-bloc interference with postal communications -- the Northern Ireland conflict -- employment problems in Britain and the Soviet Union -- the activity of the European Court of Human Rights -- telephone-tapping -- British immigration policy -- and race relations in Britain. The file also includes an extract of a section of the Helsinki Final Act addressing non-intervention in the internal affairs of other countries.
