Summary note
A file containing documents relating to meetings between American, British, French, and West German politicians and officials to discuss Berlin. The principal subject covered in the file is a meeting held Brussels in December 1980, in conjunction with a NATO summit. Subjects discussed at this meeting included a deterioration in East-West relations, causing the situation around Berlin to become more delicate -- new rules imposed by the East German authorities, which affected inner-German travel and dealt a severe blow to relations between East Germany and West Germany -- a strike by railway workers in West Berlin that affected the S-Bahn suburban railway -- Western policy on flights to and from Schönefeld, the airport serving East Berlin -- and the continued imprisonment of the Nazi war criminal Rudolf Hess.
