A file containing documents concerning Allied policy on Berlin air services. Subjects covered in the file include a dispute over flights between Berlin and Turkey for migrant workers, which involved the Turkish airline Türk Hava Yolları and several other operators -- plans for flights to Spain from Schönefeld, the airport of East Berlin -- and proposals by DirectAir to start new services between West Berlin and several smaller airports in West Germany. Other subjects discussed in the file include plans by the West German government to phase out subsidies for air services between Berlin and West Germany and to impose a tax on aviation fuel -- declining traffic levels, putting the economics of the inner-German air services in doubt -- an attempt by Air Berlin to delete "U.S.A." from its name -- reports that Pan American Airways could sell its Berlin operations following restructuring -- and a departure tax paid in cash by international passengers at Tegel airport.
