Summary note
A file containing documents concerning East-West relations following the Soviet invasion of Afghanistan. Subjects covered in the file include the hard-currency debts of some Eastern European countries -- the necessity of détente as a process in which East-West relations could be safely managed -- and actions taken against the Soviet government in protest at the invasion. Other subjects discussed in the file include the view that the Soviet Union, having been successfully contained in Europe, was exerting influence elsewhere -- efforts by the Soviet government and media to drive a wedge between the United States and European countries -- and insistence by Western governments on complete Soviet withdrawal from Afghanistan. Documents in the file include reports on the French and West German concepts of détente -- a report on Soviet energy supplies -- and an essay by the British politician Lord Bethell entitled "Détente is dead".
