Summary note
A file of correspondence concerning the Bulgarian attitude to the conclusion of the conference on European security. The documents cover a speech delivered by the Bulgarian leader, Todor Zhivkov, arguing that the conference was a victory for peaceful coexistence and an important element in the transition from capitalism to socialism -- and a Bulgarian government statement noting the contributions of all states in "overcoming serious difficulties in the establishment of a system of moral-political obligations". Further commentary covers Bulgarian press articles on the conference, discussing the importance of the transition to a new approach to international relations -- and the experiences of the Dutch ambassador to Bulgaria, whose attempts to gain an exit visa for a Bulgarian woman with a Dutch husband were countered by a Bulgarian request that the Dutch curb the activities of a Bulgarian émigré group.
