Summary note

A file of correspondence concerning fuel and power in Bulgaria. The correspondence reports on a lunch with the Bulgarian Minister for Power and Fuel, Konstantin Popov, at which plans for Bulgaria's new atomic power station were discussed -- and the arrival of a government delegation from the Soviet Union for the signing of an agreement for the construction of the power station. The file also covers the withdrawal of restrictions on the use of electric power for household purposes. Restrictions had usually been imposed between November and March, allowing usage for lighting and broadcast receivers, but not for cooking or heating. The decision is alleged to be the result of an improved supply of power following the recent commissioning of new plants.
