Summary note

A file containing documents concerning Bulgarian relations with countries in the British Commonwealth. Subjects covered include a visit to Sofia by a delegation from the Indian Communist Party -- the opening of a Bulgarian mission in Ottawa -- the successful completion of consular negotiations between Canada and Bulgaria -- and correspondence about the consular agreement, which increased the number of Bulgarian diplomats allowed in Canada, eased emigration procedures for people wishing to join their families abroad, prevented the detention of dual citizens if travelling with a passport of the other country, and provided for the mutual return of confiscated passports. A financial agreement also signed provided for the settlement of Canadian compensation claims against the Bulgarian government following Bulgarian nationalisations -- settled the compensation amount at forty thousand Canadian dollars -- prevented any future such claims -- and allowed for the return of confiscated Bulgarian property in Canada.
