Summary note

A file containing documents concerning relations between Bulgaria and West Germany. Subjects covered in the file include a proposed visit to the Plovdiv Industry Fair by a secretary from the West German foreign ministry, during which he was due to visit Sofia, and might talk about the establishment of diplomatic relations between the two nations. Other documents in the file report that other sources had confirmed that West Germany aimed to establish relations with Bulgaria following the success of similar attempts in Romania -- that a test of the Bulgarian attitude would be whether Todor Zhivkov, the Bulgarian leader, chose to stop in West Germany whilst returning from a visit to Paris -- and that NATO discussions of the situation had concluded that the Soviet attitude towards any normalisation would be particularly important in determining the final Bulgarian decision.
