Summary note
A file of correspondence and reports concerning the status of Baltic representation in the United Kingdom. The documents cover criticism of the Foreign Office by members of the Soviet Embassy in London concerning the status accorded to Baltic representatives in London. The criticism is linked to ongoing Anglo-Soviet negotiations for the settlement of compensation claims concerning the Baltic states, and to the failure of the Soviets to secure British de jure recognition of the Soviet annexation of the Baltic states. Further commentary discusses the legal implications of maintaining that the Soviets have de facto control of the Baltic states, arguing that a court may rule that a stable de facto government of long standing does have a claim to external assets. The file also includes a copy of The London Diplomatic List for December 1965, which states that diplomatic privileges are accorded to former Baltic representatives.
