Summary note
A file containing documents relating to the annual report on Bulgaria returned by Sir William Harpham, the British Ambassador in Sofia. Subjects covered in the despatch include the continuing Bulgarian support for the Soviet Union in all matters -- the resettling of Bulgarian politics following upheavals and a possible coup attempt -- the success of some liberalising measures -- the necessity of industrialisation causing Bulgaria to look more to the West -- improvements in Anglo-Bulgarian relations -- and the more strenuous efforts made by French and other Western governments to exploit opportunities in Bulgaria. Harpham notes that Todor Zhivkov remained firmly in charge of Bulgaria and was unlikely to face a serious challenge, despite the coup attempt and his close relations with Nikita Khrushchev, the ousted Soviet leader. Other documents in the file include a calendar of events in the country -- and Foreign Office discussions about the printing of the report.
