Summary note
A file containing documents concerning Bulgarian foreign policy. Subjects covered in the papers include remarks on foreign affairs made by Todor Zhivkov, the Bulgarian leader, which had demonstrated a moderate tone and refrained from criticism of American policy in Vietnam or British policy in Aden -- a visit to Syria and Lebanon made by Ivan Popov, the Bulgarian Deputy Foreign Affairs Minister, during which he had signed an agreement to establish a Bulgarian-Lebanese bank to facilitate trade with the Middle East -- and speculation amongst Westerners in Sofia that Bulgaria would make a declaration of its greater independence from the Soviet Union. Other matters discussed in the file include a press article about the conflict between bourgeois and proletarian ideologies -- conversations between Sir William Harpham, the departing British Ambassador, and Georgi Traikov, the Bulgarian head of state, about the international situation -- and the treatment of foreign affairs at the ninth congress of the Bulgarian Communist Party.
