A file relating to the crash of El Al flight 402. Documents in the file include a request for legal advice from the British Attorney General about the merits of taking the British case against Bulgaria to the International Court of Justice (I.C.J.) -- the Attorney General's advice that Britain should reject the Bulgarian settlement offer and proceed to court -- and procedural papers relating to the lodging of the British application to the I.C.J. Other documents in the file include correspondence with British claimants and insurers about the steps that the government had taken -- and the American claim to the I.C.J. Subjects covered in the file include the Bulgarian response to the British application to the I.C.J. -- and discussion of an offer by El Al to pay advanced compensation up to the limit outlined in the Warsaw Convention to the relatives of British victims to alleviate hardship, if this were needed.
