Summary note
A file containing documents relating to proposals for an East-West summit. Subjects discussed in the file include the British, French, and American coordination of instructions to their ambassadors in Moscow for discussions with the Soviet Foreign Ministry about the summit arrangements -- Soviet attempts to negotiate separately with the ambassadors -- and the information to be passed to NATO countries about the tripartite position. Other subjects discussed in the file include the order of summit agenda items -- contingency plans if the Soviets would not discuss issues jointly with the Western ambassadors -- and arrangements for communicating with the press during the negotiating period. Documents in the file include a record of a press conference given by Dwight D. Eisenhower, the American President -- an assessment by the Canadian Embassy in Moscow of Soviet intentions and tactics for the summit -- and the instructions for the British Ambassador in Moscow about the talks, including the proposed agenda.
