This report examines the housing circumstances of Californians as of 1980, the changes that occurred in the preceding decade, and the prospects for the years ahead. It describes the population to be housed, the inventory of available housing, and the utilization of that inventory. It shows how housing consumption and housing expenses have been changing and surveys recent developments in residential finance. To help pinpoint housing problems, it distinguishes households and their housing circumstances by income, race, age of head, household composition, and region within California.
